At the moment about 65 to 70 percent out of the estimated 9.4-million motorists do not have third-party insurance for the vehicles.

Transport Minister S’bu Ndebele said that the government would need to find the best way to go about the project; this means take the financial status of owners and the current fuel levy into consideration before implementation.

Motor-insurance is currently too expensive to force it upon drivers.
